Bal Harbour is incorporated as its own village (population ~3,000). Private security patrols, strict residential codes, no commercial signage outside the Shops. The beach is patrolled and uncrowded.

Restaurants are inside the Shops — Carpaccio, Le Zoo, Makoto — or two minutes north in Sunny Isles. The pace is intentionally slow.
